Fulbright Foreign Student Program (FFSP)

enables its participants to research and study for up to two years at U.S. universities to pursue master’s degrees in the fields of Economics, Education, Environmental Policy and Management, International Affairs, Journalism and Mass Communication, Law, Library and Information Science, Public Administration, Public Health and Public Policy. Participants are selected through an open, merit-based competition.

The Fulbright program provides funding for the duration of the study. The grant covers tuition, airfare, a living stipend, and health insurance. In addition to these scholarships, internships will be available on a competitive basis. This competition will take place in the U.S., once participants have initiated their studies there.

As part of the application process, candidates may indicate which universities they would like to enroll in. However, admission to a specific listed university is not guaranteed. The Program makes the final placement decision. Typically, finalists are offered a selection of two to three universities based on their academic interests, standardized test results, and financial considerations.

Eligibility requirements

  • Belarusian citizenship

  • Proficiency in written and spoken English

  • Completed undergraduate education and a degree equivalent to a bachelor’s degree

  • Be able to provide 3 recommendations

Application process

Online applications must be submitted by August 2, 2026. The application form is available at https://apply.iie.org/ffsp2027.

All applications and supporting documents should be submitted online ONLY. Please also note that a single application form is used for Fulbright Faculty Development Program and Fulbright Foreign Student Program. Please choose a desired program (“award”) name when starting your application.

In response to the question, "What is your country of permanent residence?", select "Belarus" even if you do not currently reside there. You will have an opportunity to explain your specific situation later in the application form.

The selection of candidates for the Fulbright Foreign Student Program is carried out by the Public Diplomacy Section of the U.S. Embassy in Belarus with support from American Councils for International Education. Short-listed candidates will be invited for an interview.
